580w Topcon or 550W
I am getting second hand top con panels @ 10rs per watt and new 550w panels at 17 RS per watt, is it worth buying new panels or old is value for money?

Topcon is a better choice here, you are getting at very cheap prices. If the panels are not broken and not very old, go with them else new panels will cost you much more.
